Wharton SBDC - A Small Business Development Center at the famous Wharton business school. They offer inexpensive frequent courses on how to start a business, special topics courses for small business, and counseling for entrepreneurs.
SBA - The U.S. Small Business Administration.
National Business Incubation Association - Nationwide association of "small business incubators". These provide low cost office, laboratory and manufacturing space to start-up companies. They can also provide guidance on how to get a new business going, such as local sources of financing. Links to the incubators in my area are listed below.
Trenton Business and Technology Center - A central New Jersey incubator.
University City Science Center - A large incubator in Philadelphia.

SBIR and STTR Resource Center - This site is provided by Foresight Science and Technology, Inc. under contract from the NSF. One can find valuable information here about the Small Business Innovation Research grant programs, which can be a source of funding for high tech start-ups.
